The ordinance, which added a member to the
Cook County Board of Review, was ruled unconstitutional. Sharon wrote the
briefs on behalf of the CBA and successfully argued the case on appeal. The
decision, CBA v. County of Cook, 224 Ill. App. 3d 355 (1st dist. 1984), aff'd,
102 Ill. 2d 438 (1984) is still the seminal Illinois authority on the subject
of home rule power.
